level for intercantonalcoordinationof theresidentialcaresectorforminors. Itexamines
the interpretationsof theprincipleof subsidiarityunderlyingthemeasuresadopted, the
fiscal implicationsof federalpolicy, andaskswhatunintendedeffects the interventions
causedat lowerpolitical levelsand, aboveall, inthe intercantonalnetworkof relations.
Thearticleshowshowsubsidiarity isaproductof socialpolicycompromisesandfiscal
policyintentions.Attheintercantonal level,themeasuresrepeatedlytriggeredundesirable
